Laws
Issei, Japanese immigrants to America, were not allowed to become US citizens when they first came to America. Nisei, their children, were citizens, but could not join the military.
California passed two laws against Japanese-Americans, one in 1913, banning purchase of land by Issei, the other in 1924, halting further immigration to America from Japan.

Social Racism
Many Japanese-American farmers became very successful in California. This worsened racism against them. White people wanted their land and jobs.
